Terms of Reference - Finance

  • To provide guidance and assistance to the Headteacher and the governing body in all matters relating to budgeting and finance
  • To prepare and review financial policy statements, including consideration of long term planning and resourcing
  • To consider each year’s School Development Plan/Ofsted Action Plan priorities, and to formally approve the annual budget
  • To make decisions on expenditure following recommendations from other committees
  • To determine whether sufficient funds are available for pay increments as recommended by the Headteacher
  • In the light of the Headteacher Performance Management Group’s recommendations, to determine whether sufficient funds are available for increments
  • To monitor the income and expenditure of all public funds (i.e. budget share, Standard Funds) and report the financial situation to the governing body each term
  • To recommend the level of delegation to the Headteacher for the day-to-day financial management of the school
  • To monitor the income and expenditure of non-public funds and ensure the annual audit of the non-public funds for presentation to the governing body
  • To receive, and where appropriate respond to, periodic audit reports of public funds
  • To provide an independent review of Debit Card transactions on a termly basis
  • To vire funds, if necessary, within the limits set by the governing body.  (Virements above £5000, from one expenditure code to another, first require the approval of the Strategy Committee and then should be reported to the next meeting of the full Governing Body. However, virements over £5000 from unallocated funds can be vired at the discretion of the headteacher without approval first from the Strategy Committee.  Any such virements should then be reported at the next Strategy meeting and then to the full Governing Body.)
  • Prepare and submit the School’s Annual Statement of Internal Controls (SIC) to the Governing Body and Local Authority
  • Review and report to full Governing Body, plans, outcomes and decisions following annual benchmarking comparative exercise

Terms of Reference - Personnel

·       To draft and keep under review a policy statement on staff consultation for approval by the governing body and to undertake any formal consultations on personnel matters

·       To establish and review on an annual basis a whole School Pay Policy for all categories of staff

·       To oversee the appointment procedure for all staff with exception of the appointment of Headteachers and Deputy Headteachers. Where different arrangements apply it may delegate these responsibilities to the Headteacher, an individual governor, or a group of governors with or without the Headteacher*

·       To establish and review a Performance Management policy for all staff

·       To review and revise the application of the School’s Equal Opportunities Policy in respect of teaching and non-teaching staff

·       To review and recommend for adoption the procedures for dealing with discipline and grievances and ensure that the staff are informed of them

       To draft and review, in consultation with staff, criteria for redundancy for approval of the governing body, including dismissal arising from redundancy or redundancy arising from ill health

·       To keep under review staff work/life balance, working conditions and well-being, including the monitoring of absence

·       To make recommendations on personnel related expenditure to the Finance Committee

·       To contribute towards the SDP in the area of staffing including the governing body’s role in relation to NQT’s.

·       To consider any appeal against a decision on pay grading or pay awards
